Enable running kantra with run-local flag

We should have a new target I think, that is for running kantra with run-local flag.

This will necessitate handling some division of tests, because not all tests will be able to be run locally.

I think the correct approach is a label feature on the tests, which could then be used to implement any division we want. Some examples are test tiers or different target configs set-ups.
