looking for something similar to cborg's encodedLength https://github.com/rvagg/cborg/blob/f05397b8df2d7a063f0d35cc756d74ce5cb2f4f1/lib/length.js

const byteLengthRequired = encodedLength({ foo: 123 }) 
new Uint8Array(byteLengthRequired)
