Debuginfod for Arch POWER

I enabled Debug builds for all new packages and thus a debuginfod instance. This is much in line with Archlinux' version and is supported by the latest elfutils>=0.190-2.1 and gdb>=14.

Not every package is available yet but it'll populate as we things are being (re-)built.

For good measure, ensure your makepkg.conf is in sync with pacman>=6.0.2-9.
