cloud-init broken in MicroOS

Hi all, I found out that the automatic upgrade is broken for MicroOS due the packaging bug of a cloud-init.

This was first reported in August https://bugzilla.opensuse.org/show_bug.cgi?id=1214169 which means that all affected systems weren't properly updated for months. My fix was accepted upstream https://build.opensuse.org/package/show/openSUSE:Factory/cloud-init and will be released soon.
