Allow the creation of clusters with only IPv6 public addresses

I tried to create a cluster and setting disable_ipv4 = true in all nodepools (agent + control plane). However, it still creates public IPv4 addresses for all nodes (which we don't need).

Is this intentional or a bug?

Same idea on my end. Doesnt work for me either. Is maybe related to this bug #1705

Maybe a workaround is using an IPv6 proxy to GitHub:

Maybe the maintainers decide if they want to offer that functionality for IPv6-only clusters.
