Additional resources in extra-manifest not applied - any longer

Hi,

I used the extra-manifests directory to apply custom helm-charts to my cluster.
This works for the very first time but it seems, it gets completely ignored after that.
I can use a proper config as well as any garbage filepaths in my kustomization.yaml.tpl, the file does not seem to get processed at all.

Will extra-manifests only get applied on the first installation?
