I also found this issue after upgrading a single-node cluster to 1.27. I haven't been able to get ccm to start since upgrading. I tried deleting the deployment and re-applying the manifest, but that didn't help.

Update: Rolling back the system to my 1.26 snapshot allowed ccm to start back up. It's a MicroOS image, so also re-ran transactional-update, rebooted, and was still ok. Holding k3s at v1.26 until this is resolved.
