Investigate `mpirun` launcher in a JAX-runtime based on mpi backend

What you would like to be added?

to simplify design of KEP-2442 I have decided to drop the support for mpirun launcher in current effort, therefore users cannot use mpi as a communication backend.

Why is this needed?

mpi is one of major communication backend for JAX library, it will enable HPC like usage on cloud (more details here).

the next wave of AI, called AI4Simulation is comming, and people working in this field use tools like mpi on HPCs with JAX.
