Move enableHTTP2 setting to config object #3326

What you would like to be added?
The enableHTTP2 config setting currently uses a separate flag rather than using the configuration object. We should make it consistent with the other config settings and add it to the Configuration api.
Why is this needed?
Tidying up this field would make it consistent with the other configuration settings.
