Create new generic EnforceRuntimeInfoPlugin plugin interface #3347

What you would like to be added?
It would be helpful to have a new plugin interface that provides a generic mechanism to update the runtime.Info object.
Why is this needed?
Follow on from #3227 (comment)
The existing interfaces - EnforceMLPolicy, EnforcePodGroupPolicyPlugin and PodNetworkPlugin - are very specific meaning it is unclear how to add additional plugins that need to change the runtime.Info but don't fit into those three plugin interfaces.
