Add GitHub welcome workflow for new contributors across Kubeflow projects

Hi Kubeflow Website maintainers,

I’d like to propose adding a GitHub Actions–based welcome workflow for new contributors, similar to the workflows already implemented in the Kubeflow SDK and Trainer repositories.

This workflow would automatically greet first-time contributors when they open a pull request or issue and provide helpful guidance, including:

Links to the Contributing Guide

Information about community Slack channels

Details about Pipelines Working Group (WG) meetings

Encouragement and onboarding for smooth contributions

Why this is needed:

Standardizes the onboarding experience across all Kubeflow projects

Encourages participation from first-time contributors

Provides links and resources to help them get started easily

Next steps:

Once approved, I can submit a PR with a minimal and clean implementation of this workflow for the Website repository.
