Support spot instances in Azure

Currently, we have support for spot instances only in AWS.

This makes using Spot in Azure impossible. Azure spot instances give cost benefit upto 70-80% wrt On-demand nodes.

We should implement this functionality so that all KKP customers who use Azure can benefit from this cost saving opportunity.
