ci: Refactor CI pipeline

- Remove all caching except for automatic caching
- Expand docker tags
- Use facility in the management tests as old capp can't use metro
- Still define metro to pass the e2e code that checks for metro
  - The ci script still validates facility exists so that should be ok
- remove our custom metadata action
- upgrade k8s versions due to bugs
- Add comment updates to PRs with docker image tags/labels
