Is your feature request related to a problem?/Why is this needed
By default, snapshots of Ultra Disks and Premium SSD v2 aren't instant access and require the background data copy to complete before they can be used. This creates a bottleneck when snapshotting multiple PVCs as I've seen these snapshots take anywhere from 8 - 20 minutes to become available.

Describe the solution you'd like in detail
Add the field instantAccessDurationMins to the VolumeSnapshotClass parameters. The field allows values between 60 and 300 minutes. When a VolumeSnapshotClass specifies this parameter the snapshots will be instant access for the duration specified.. The lack of instantAccessDurationMins field retains the default behavior.
