[E2E] Update k8s version for EKS so we aren't using an extended support version #4777

What steps did you take and what happened:

We are currently creating EKS clusters of version v1.24 in our e2e tests. This version went into extended support as of 31st Jan 2024 and therefore each cluster has a "extended support" fee charged.

What did you expect to happen:

That we don't incurr any unecessary costs.
