Reconcile AWSMachinePool as soon as changes happen

Describe the solution you'd like

With the introduction of machine pool machines (PR), the regular interval for AWSMachinePool reconciliation is too long and AWSMachine objects may get created much later than the EC2 instance startup time. By following EC2 events or reducing the interval in certain cases, this could be sped up.

Environment:

• Cluster-api-provider-aws version: not released yet at time of writing
• Kubernetes version: (use kubectl version): n/a
• OS (e.g. from /etc/os-release): n/a
