CAPZ Dalec builds are broken since v1.22 was released

What steps did you take and what happened:

After #6024 merged and CAPZ released v1.22.0, the Dalec builds began to fail. Changes to /hack/version.sh meant that the source code patch we had come up with no longer applied cleanly.

Since new releases are generated by a bot in one PR, this has also prevented the release of v1.20 and v1.21 patch builds.
