Enhance GetAccountID function

Currently the account ID of user cloud account is fetched by parsing token. We can enhance this method to make use of Cloud APIs , Reference can be found here in Hypershift.

@Karthik-K-N @dharaneeshvrd @Amulyam24 I see that if use the IAM api for getting the api key details, then we need an additional ACL for that, so wondering is it really worth doing that? Because Accounting/IAM apis are always risky for any non-admin users. ways?

Yeah that's right, if we need to add this specific ACL only for this purpose, we can avoid this logic. If CAPI itself requires that ACL for other purposes, we can keep it.
It would differ for different applications, will investigate in hypershift case as well, whether we added that ACL only for this purpose or not if yes we can follow the logic followed here.
