Update release docs with post-steps (and maybe an issue template)

We should make sure to update the periodic jobs in [test-infra](https://github.com/kubernetes/test-infra/tree/master/config/jobs/kubernetes-sigs/cluster-api-provider-openstack) and clusterctl-upgrade tests always on new minor releases.
