Bump cloudflare dependency from v0 to v4

What is expected

1. PR to bump coverage for cloudflare_regional to ~90%
2. bump depdendency
3. execute smoke tests and share results

Why is this needed:

v0 it is deprecated cloudflare/cloudflare-go#4155
