I am pushing out a change in the registry code today which removes the async signaling logic / event handling. This should resolve the test flakes too since the registry code will be fully synchronous and deterministic now.

Have we verified that this is fixed?

The test in question was basically fully rewritten to be deterministic as the async event handling code path has been removed. I did not do a flake analysis on the new test suite though.

Scanning through the recent CI/CD failures, none seem triggered by flow control tests.

Considering the prior test flake was able to be triggered locally, I can verify this with 100 runs. If the results look good, I will close this issue.
