Ensure tests can run with a configurable data layer implementation

Several tests files (e.g., datastore/datastore_test.go, requestcontrol/director_test.go) are using backendmetrics directly - and should be modified to run with the configured implementation (either pkg/epp/backend/metrics or pkg/epp/datalayer - ideally we can run each test with both).
