Enable control and configuration of data layer collectors and extractors via config file

What would you like to be added:
Allow configuration file settings to

• control (i.e., enable/disable) data layer collectors and extractors.
• provide parameterization information (e.g., opaque paramaters object) to collectors and extractors.

The available configuration options should be document.

Why is this needed:
EPP configuration is provided through a configuration file. This currently includes feature flags, scheduler profiles, etc.
The data layer is hardcoded from user perspective.
