Can't enable/disable plugins from settings #3773

Describe the bug
The plugin toggles to enable/disable aren't functional at all
To Reproduce
Steps to reproduce the bug:
- Go to plugin settings from the sidebar
- Click on a toggle to enable/disable a plugin
- See that the toggle isn't responsive

- Headlamp version: latest
