linux VM cant ping/curl into the Windows VM

As of now if you

• ssh into controlplane vm
• ping windows VM, or do something like curl 10.11.12....

it times out

Looks like maybe a firewall is runnign that prevents most INGRESS into the windows VM.

We'd like to fix that so its easier to reproduce issues in https://testgrid.k8s.io/sig-windows-experimental#capz-master-windows-service-proxy ....

Anyone wanna add a PS1 one liner to kill off all the windows firewalls ?
