Introduce pnpm for package management

Introduce https://github.com/pnpm/pnpm as a package manager.

pnpm is a drop-in replacement for npm much faster and more efficient.
We import the packages list so we can generate a pnpm lock and ensure
compatibility between npm and pnpm.
