Fix SELinux presubmit job

- Set SELinuxMount feature gate in Kubernetes.
  `env=KOPS_FEATURE_FLAGS=SELinuxMount` enables kOps feature gate, not
  Kubernetes.
- Skip iSCSI (with Feature:Volumes) and NFS, they're not supported in the default
  Rocky linux installation
