Fix incorrect runtime-config value

Replaced --runtime-config=api/stable1=true ->
--runtime-config=api/ga=true to fix test failures caused by providing
incorrect runtime config value to the api server.
This caused services to fail with this error:
Failed to run e2e services: failed to validate ServerRunOptions:
unknown api groups api
