Reduce periodicity in DRA Extended Resources scalability job

What should be cleaned up or changed:

The ci-kubernetes-e2e-gce-100-node-dra-extended-resources-with-workload job is currently running every 4h to optimize for test data as it is being considered for graduation to beta in v1.35. Once that has completed we should reduce the periodicity (24h?) to better balance ROI for this test in the future.
