[pt-br] Update Brazilian Portuguese contributor guide

Update the Brazilian Portuguese contributor guide:
* Add new getting started section.
* Add a note explaining that pull requests that are not passing the
  preview step cannot be merged.
* Include more term translations and more terms that should not be
  translated.
