Fix broken link to static CPU management policy in Pod QoS documentation

**This is a Bug Report**

**Problem:**

Broken link in the Guaranteed QoS section. The link to static CPU management policy uses anchor `#static-policy`, which doesn't exist on the target page.

**Proposed Solution:**

Change the anchor from `#static-policy` to `#static-policy-configuration`.
