release-note: make URL configurable

URL in https://github.com/kubernetes-sigs/prow/blob/e2a3dbcc96afc02174d7f43f2c819e2ed1f167dd/pkg/plugins/releasenote/releasenote.go#L41 is hard coded and points to k8s release-note process. Example: kubevirt/csi-driver#136 (comment)

Describe the solution you'd like:
Create a PR against kubernetes-sigs/prow to make it configurable. After the PR is merged add a config with URL pointing to our own documentation around release-note.

Steps:

• create PR to add config for URL for release-note process
• create KubeVirt docs for release-note process
• add configuration for KubeVirt release-note plugin

Describe alternatives you've considered:
Live with the original documentation.

For the docs part, would the project-infra/docs/ be the right home ? And do we follow the existing Kubernetes release-note docs, but adapted for KubeVirt?
