release-drafter auto-labeler jobs fail and time out

On our PR CI, we can see that the release-drafter jobs that auto-label PRs don't do their job, hanging, and timing out.

This may be because of insufficient permissions in the case of PRs from forks.

Tested the thesis of missing perms for fork PRs but it's not correct. With https://github.com/kubewarden/policies/actions/runs/21024941482/job/60447102521#step:2:21, which is a PR from the same repo and not a fork, still got an error.
