I had the same - are you running HA on VM or physical machine (e.g. RPi)? In my case I run HA OS in proxmox and had to make sure USB port is available for VM. For some reason (USB2.0/3.0 ports?) it was not detected by Proxmox so I plugged it in different USB slot and it started to work (was visibble in Proxmox). Then I added it to the VM via "Hardware - Add - USB device - Use USB Vendor/Device ID."

Try lsusb command and make sure your OS can see the device:
