Create a switch/tab to transform policy model to Global/Zone

Description

Our policy tab examples always show the policy in the format applied on a zone. In some cases, users want to apply them at the global level, and this causes confusion when the example doesn’t work. There is no clear indication that says: “If you use global, you must use labels.”

Idea:

• Should we add a switch (like we do for MeshService) to transform the policy into the Global format with labels?
• Should we include a separate tab for Global examples?
• Or provide a clearer indication that labels must be used for Global?
