requirements_cpu.txt issue

when i typed "pip install -r requirements_cpu.txt" it started downloading as usual, but after some time it started downloading older versions of the said programs and also gave this big error. I am attaching the whole thing in this text file.

Same here - checks many versions and around 1.6.0 writes a lot of errors.
GPU file fails with

ERROR: Could not find a version that satisfies the requirement tensorflow-gpu<=1.12.0
ERROR: No matching distribution found for tensorflow-gpu<=1.12.0
