Flexible Column Layout: Expand and close buttons should be on another line above the page title and actions

Description

To align with the UX specification for the Flexible Column Layout, please move the "expand" and "close" buttons of the columns above the page title and actions. They shouldn't be on the same level as them.

According to what Mateusz told me, they should be in the navigationBar prop
