Description
Remove the Istio and Cloud SQL Proxy cleaner and all it's usages. This component is no longer required because native Kubernetes sidecars are now used instead.

• The Istio and Cloud SQL Proxy cleaner and all associated usages are removed.
• All jobs continue to run and function correctly after the removal.
