`POST /maintenance/report` is in the spec but hasn't been implemented

I was reviewing the spec when fixing issue #31, just realized this endpoint `POST /maintenance/report` has been documented but not implemented yet, which was meant for simulating a maintenance and return a report with affected. So, I'm capturing this on this issue to be revisited later on
