Add previewing of services affected by interruption

Currently, when a maintenance window is requested, it is not possible to know ahead of time what service may be affected by it. This functionality is necessary for closing #2 and #3, as they both require visibility into the affected services to identify conflicts or unexpected changes. To implement this feature, the framework for previewing from EP037 should be used.
