Make LLDP disabled by default

Hi,

We have switches disabled by default, interfaces disabled by default, links disabled by default, however LLDP is enabled by default on an Interface. For production networks, where you want have full control on what is going on at the dataplane, having to first disable LLDP to then enable the interface is a) unnecessary extra work; b) prune for errors when you just forget to follow this sequence.

What do you guys think about us making LLDP disabled by default?
