Add windows support #25
Description
Rascaline CI in metatensor/featomic#237 is failing on windows since mops does not build there. Before we can add a dependency on mops for the CG iteration, we'll need to make sure the code builds with MSVC and does not relly on unix-like behavior for the build system/path manipulation.
