Missing driver: port Vectormagnet driver to Moose

The Vectormagnet driver (3D Kryo) is not ported to Moose yet. The addresses in the old driver are not correct anymore.

Settings atm:
x-ips: VISA_RS232: 12
y-ips: VISA_RS232: 13
z-ips: VISA_RS232: 11
