Workflow to check compatibility of last release of Cairo compiler

Add a workflow that attempts to compile Native with the version of the Cairo compiler dependencies (cairo-lang-*) that point to the last release of the Cairo compiler.
The workflow should create an issue if compilation fails.
The workflow must be configured to be executed once a week.
