I would like to inquire whether hash collisions may occur in this paper, given that the entire message space is mapped to a smaller space. If so, how can I correctly decode the message?

It would be counted as a failure case if that happened (two messages have the same probability, or more likely, a wrong message has a higher probability). Still, the failure case caused by hash function is rare compared to the failure cases caused by the necessary to maintain text quality, and here we use a similar hash scheme as other works (you may find a discussion in ON THE RELIABILITY OF WATERMARKS FOR LARGE LANGUAGE MODELS. we do not focus on this in our paper.).

Or if you viewed the collision caused by the struggle to main text quality as one type of has collision, then it can be viewed as often and just the key problem to handle
