Add SQL Server Vector Store

Feature request

I searched using the query string "is:open category:Ideas SQL Server" and I did not find any similar ideas.

This feature request is to add support to a SQL Server vector store integration with Langchain Python.

I will be submitting a PR for this feature at a later time.

Motivation

The capability described is currently not available in Langchain python.

Proposal (If applicable)

The PR will add support for using SQL Server as a vector store with retrieval capabilities as well.

Also, support for MSSQL in SQLRecordManager would be very helpful.
