Add Cohere Environment parameter

Feature request

Currently it's not possible to switch to other environment, for example azure ai studio, to do inference with cohere model.

Motivation

Enabling this parameter is a quite fast implementation and should be helpful to a lot of integrators that wants to use Cohere model directly hosted in europe.
