Feature Request: Streaming Anthropic Tool Usage

Feature request

Currently, ChatAnthropic does not emit expected stream events when tools are bound/used. I'm using langgraph, but may require an update to @langchain/anthropic and/or core

langchainjs has not switched its implementation which defaults to non-streaming-generation when tools are available.

In the python library the feature to stream with tools was added a couple weeks back. See langchain-ai/langchain#22687

Just created a pr to fix that issue, should now stream with tools fine on that fork
