Optimize dockerfile to combine build stage and runtime stage

Details：

1. Upgrade Python to version 3.12 and Go to version 1.23 to maintain consistency with the plugin daemon.

2. Optimize Dockerfile, including both build and runtime stages. No manual compilation required. Compared to previous versions, Linux runtime environment packages: removed pkg-config and modified libseccomp-dev to libseccomp2.

3. Preserve env file for easy environment migration.

The final image size is reduced by about 10MB compared to the original.
