Check both app debug mode, and presence of debugTo to determine if in debug mode #151
Description
Recommend that the checks for whether to send to the "to", or "debugTo" validate whether app is in debug mode AND presence of debugTo.
This would allow persistence of config for debugTo, but toggle the mode more smoothly.
